Neutral means not taking sides or not favoring one thing over another. For example, imagine you and your friend are playing a game and you both want to be the referee. The referee is the person who makes sure everyone follows the rules. But if you and your friend both want to be the referee, you can't decide who should be the referee. So, you both agree to be neutral and let someone else be the referee. Being neutral means you are not picking one side or the other.
