formulate

To formulate means to create or make something using your thoughts and ideas. For example, when you draw a picture, you formulate it by thinking about what you want to draw and then using your crayons or pencils to make it on paper.

To formulate also means to come up with a plan or a solution to a problem. For example, if you have a puzzle and you think about how to put the pieces together to solve it, you are formulating a plan.
