Bureaucracy is when there are a lot of rules and paperwork that you have to follow.

For example, imagine you want to go to the playground. But before you can go, you need to ask your mom or dad for permission, then put on your shoes, and maybe even pack a snack. All these things you have to do before you can have fun at the playground is like a bureaucracy.
